SNAP Benefit Delay Resources
Aaron Hile

The government shutdown has impacted SNAP benefits that many in our community rely on. Click for more information and resources that can help.

Dear ACV Families,

Did you know? The federal government shutdown has caused a temporary pause in SNAP (Supplemental Nutrition Assistance Program) funding. This has impacted several families in our community who rely on these benefits for groceries and essential food items.

We recognize that this situation may create financial and emotional stress for many households, and we want you to know that you are not alone. There are local organizations and community partners working together to support families during this time including United Way, Six Point Church of God, Chapel on the Hill and several area food banks.

It is our hope that the information and resources included below will help you or someone you know connect to the right support during this temporary SNAP suspension.

What Is SNAP?

The Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, helps eligible individuals and families purchase food to meet basic nutritional needs.

Families can apply or renew at www.compass.state.pa.us or by calling the local county assistance office.

SNAP Suspension Update

  • Due to the federal government shutdown, SNAP payments have been temporarily paused.

  • Payments will resume once a federal budget is passed and funding is restored.

  • Families should continue renewing benefits as scheduled. Other benefits such as Medical, WIC, and Section 8 remain active.

  • The LIHEAP heating assistance program has been delayed until December 1.

Winter Driving Tips
Aaron Hile

Some winter driving tips from PennDOT! Stay safe this winter!

Winter Driving Tips

“Our primary goal is always the safety of our motorists and our staff,” said Tina Gibbs, Community Relations Coordinator. “We will be ready for winter weather and encourage motorists to prepare themselves and their vehicles as well. We work hard to keep roadways passable and safe, please help us keep roadways safe by using good winter driving practices so everyone gets to where they need to safely.”

Motorists are reminded of ten winter driving tips:

1.    Turn on your low beams, even during the daytime to make your vehicle more visible to other motorists.

2.    Turn off the cruise control on snow covered, wet, or icy roads. Cruise control provides constant power to your wheels. In a situation where your wheels are spinning on wet, icy, or snow-covered roadways, you need to reduce power to regain control.

3.    If the road looks wet but there is no splash coming from the car’s tires ahead of you, it may be ice.

4.    On packed snow, decrease your speed by half. On ice, slow your vehicle to a crawl. In both scenarios, motorists should leave more space than normal between you and the vehicle ahead.

5.    Clear your vehicle of snow and ice before starting to drive including the windows, hood, trunk, roof, headlights, taillights, and signals.

6.    Always wear your seatbelt.

7.    Stock your vehicles with a windshield brush/scraper, food, water, warm clothes, blankets, cell phone charger, a small snow shovel, and any specific needs such as baby supplies, medication, and pet supplies.

8.    If you don’t have to travel, stay home.

9.    If you do have to travel, be patient with other motorists and the snowplows. If snow is falling at one inch per hour and a plow route takes four hours to complete, there will be four new inches of snow on the roadway at the starting point once the plow begins their next pass on that route. Motorists should always allow plenty of space when driving near plow trucks. Also, for their own safety and the safety of plow operators, motorists should never attempt to pass a truck while it is plowing or spreading winter materials.

10. “Know Before You Go” by checking major roadway conditions at www.511PA.com. While PennDOT recommends not traveling during winter storms, motorists can check conditions on more than 40,000 roadway miles, including color-coded winter conditions on 2,900 miles, by visiting www.511PA.com. 511PA, which is free and available 24 hours a day, provides traffic delay warnings, weather forecasts, traffic speed information and access to more than 1,200 traffic cameras. Users can also find plow truck locations and details of when state-maintained roadways were last plowed. 511PA is also available through a smartphone application for iPhone and Android devices, by calling 5-1-1, or by following regional X alerts.

More information about how to prepare for any type of emergency, including free downloadable checklists of items to keep in your home, car, and at work, and specific information for people with access and functional needs or pets, is available on the Ready PA webpage.

Welcome Back!
Aaron Hile

A welcome back message from Dr. David McDeavitt, superintendent.

Allegheny-Clarion Valley School District

Students and Families

Welcome Back to School

August 20, 2025

Good evening A-C Valley,

I am calling to welcome the A-C Valley Community back to the start of another exciting school year. The district staff have worked diligently over the summer to have campus ready for the first day of school, which will be on Wednesday, August 20, 2025.

First, I will begin with a brief update on the construction projects planned for our campus. Due to permit requirements, advertising & bidding timelines, and the time it took to secure the bonds, some of our construction projects will begin this fall.

While on campus please navigate campus with caution this year because we will be working around equipment and construction workers, as they will be on campus to renovate our Jr/Sr HS Auditorium, Track Area, and Football Field this fall. The teacher parking lot, sidewalks, and student drop-off and pickup area will not be started until the spring of 2026.

Please access our website at acvsd.org and go to the transportation tab for our bus routes, and estimated pick-up and drop-off times.  If you have a transportation question, you can call 724-659-5820 ext. 1105 and ask to speak with Mrs. Cortney Chalmers, our new A-CV Transportation Director.

In closing you can access the acsvd.org website and view the full text of this “Welcome Back” information that addresses - Transportation, School Calendar, Day-to-Day Operations, Weather Related Delays and Cancelations, School Safety, Health and Safety Planning, Communication Protocols, Athletics, and Other topics that include Federal Programs and Policy Notifications.

Have a great day, and see you soon!

David McDeavitt, Superintendent

  • A-CV Transportation

The transportation tab has been added to the acvsd.org website so that you can access additional transportation information.  Alternatively, you can call and speak to Cortney Chalmers anytime with questions and concerns.

Just know that we do our best to keep everyone safe and ask that students stay 5 feet from the road while waiting for the school bus to arrive and wait until the RED flashing lights are on before walking onto the road.

Students who plan to drive to school, we ask that you drive slowly and schedule a time to leave your house early enough so that you do not need to rush.  In addition, the student drivers will need to have their driver’s license and insurance card to obtain a parking permit from the HS office to park on campus in the student parking lot only.

  • A-CV School Calendar

The 2025-2026 school calendar is posted to the acvsd.org website, located in the student handbooks, and available for pick-up at both schools.

Please note, that all early dismissals will be at 1:00 pm for the Elementary Students and 1:15 pm for the Jr/Sr HS students throughout the school year.

Our students' first day of school is on Wednesday, August 20, 2025. The district is closed on September 1st for Labor Day, students will be off school on October 23rd and October 24th for an Act 80 day and ALF day.  Just note that October 23rd will be used for Parent Teacher Conferences and an evening Open House, so please plan appropriately.

We will also have an early dismissal before Thanksgiving break on November 26th, and students will be off school from November 27th through December 2nd and they will return on December 3rd.

Christmas Break will run from December 22nd through January 2nd, and students will return on January 5th.

The last student day will be on May 27, 2026 unless snow make-up days to the end of the year.

  • Weather Related Delays and School Cancelations

Just like in the past, we will be using the schoolmessenger automated calling system and our school district website to communicate delays and/or cancelations throughout the year.  If we are facing a delay or cancelations the first phone call will go out at roughly 5:30 am.  If the delay turns into a cancelation, the second call will go out at roughly 7:30 am.

The first three days this year that are cancelled due to snow (or water issues), will be made-up as a “built in” snow make-up day, these days are designated in the calendar.  New this year, the next three cancelled days will be made-up through a virtual learning program.  The principals will communicate their plans prior to using these virtual days.  If we miss more than six school days this school year, all additional days will be added to the end of the school year.

  • Important Day-to-Day Information (Times, Testing, and Communication)

The Elementary School and Jr/Sr High School will have staff on duty at 7:30 am for morning arrival and free student breakfast time. If you plan to drop off your children in the morning, please do so after 7:30 am.

During the school year, if your child is absent from school, be sure to submit an excuse within 3 days of the absence.  In addition, if you are planning to take an educational trip this year, you will need to complete the education trip form prior to leaving for the trip. This form is available in the office, and please do your best to avoid PSSA/Keystone testing dates from April 20 to May 18, 2026.

Finally, communication is the key to our success in educating our students.  If your child is having academic, behavioral, or mental health concerns, contact the office, and we will direct your concerns to the appropriate staff.  If your child is struggling academically, your first call or email should be to your child’s teacher. We have highly qualified teachers who are experts in their field.  If it is a behavioral or mental health concern, the school counselors or principals will help, and remember that if you see or hear any safety-related items, please call 911 or the district office at 724-659-5820. If you “see something, say something!”

  • School Safety

The school board and administrative staff take great pride in providing a safe and secure learning environment for our students and staff.  Dr. McDeavitt is the Safety and Security Coordinator and works closely with the A-CV School Police Officer (SPO), Dave Sitler and new officer Brent Davensizer. Officer Sitler and Officer Davensizer has many years of experience as a police officer in Pennsylvania and will be serving as a school police officer here at A-CV.

Know that when our school police officers are sworn in and take the oath to work at A-CV they will be carrying a firearm and is well-equipped to provide the highest level of security on campus.  In addition to our SPO’s we also have an MOU with the Clarion State Police and Emlenton Borough Police to provide additional support when requested.  We have also made several safety-related upgrades to the campus this summer, and will continue to do so with additional financial support from the state to enhance mental support and physical safety. However, to ensure our safety at school, we need help from our community while on campus.  If you “See something, you say something.”

Please help us keep our students safe by reporting anything that is concerning (See something, say something). You can do so by calling 911 or contacting a school official.  The district will do its part as well, and will be conducting security drills throughout the year, the first drill will be conducted during the first month of school and the second safety drill will be in the spring of the school year.

  • Outside Guest

Parents, adult residents, and other guests will be welcomed to the Elementary and Jr/Sr HS buildings between the hours of 8:00 am - 3:05 pm and may only enter through the secure entrance, at which point you will need to provide state-issued identification before gaining access to the building.

  • Communication

The district will continue to use the Schoolmessenger phone system and the acvsd.org website for our primary means of communication.  If you have questions that you cannot find on the website, please call your child’s school:  A-CV Elementary School 724-659-3555; Jr/Sr High School 724-659-4661; and the District Office 724-659-5820.

  • Athletics

In order to provide our students with a variety of extra-curricular offerings, A-CV continues to work with Union School District (USD) to offer our students several cooperative athletic and extracurricular agreements.  We still maintain our own Volleyball Team and Boys Basketball Team, but coop in all other sports.

As we prepare for football season, our home varsity games at the Union School District and will return to A-CV next season after our football field has been renovated. We have the A-CV Foundation created to accept tax write-off donations, if you would like to make a donation, please find the URL code at acvsd.org and donate.

Students who need accident insurance there is information about (CHIP) insurance on the district's webpage @ acvsd.org. CHIP provides quality, comprehensive health insurance to uninsured students who are eligible.  And, keep in mind that all students who participate in extracurricular athletics are required to carry insurance.

  • Other Relevant Items

The A-C Valley school district polices are located on acvsd.org website under the district tab.  On this website, you will see information about the district's non-discrimination process and a full list of policies by simply clicking on ACVSD Board Policies.

Other policies that should be noted are as follows: Immunization Policy #203, School Wellness #246, Unlawful Harassment #248, and Bullying Policy #249. Homeless youth policy # 251, Special education policy #113, and Computer Acceptable Use policy #815.

All of our federal programs information can be located at acvsd.org under the federal programs tab. Please review or contact Kristin Thurber at 724-659-3555.

Breakfast will be free this year, but our lunch prices have increased ten cents in the district and the cost for students will be $2.85 per lunch.

To ensure student safety, the districts’ water was tested this summer, and the results showed that our water is within the safe drinking limits, showing no excessive metals and/or other contaminants.  We also replaced many of the water fountains in both buildings and have added additional filters to all of the fountains.

In closing, I would like to ask all our parents/guardians to be involved in your child’s education - be sure to contact your child’s teacher or the school principal if you have any questions or concerns. Have a great evening, and I will see you in the morning.

In closing, I wish everyone a safe and successful 2025-2026 school year!

Sincerely,

Dr. David McDeavitt

Clean and Green Tax Program
Aaron Hile

Clean and Green is a preferential tax assessment program, that bases property taxes on use values rather than fair market values. This ordinarily results in a tax savings for landowners. The Pennsylvania General Assembly enacted the program in 1974 as a tool to encourage protection of the Commonwealth's valuable farmland, forestland and open spaces. Currently, more than 9.3 million acres are enrolled statewide.

STEM Learning Ecosystems Community of Practice Conference
Aaron Hile

This October 28-31, two ACV chief science officers, Alivya Hartzell and Andrew Stevenson, traveled to Chicago with Mr. Krautbauer to attend the STEM Learning Ecosystems Community of Practice conference.

Here they networked with many STEM professionals and other students in an effort to build community and expand STEM education opportunities in public schools. They learned about new technologies, educational practices, and changes in education across the country. They also learned about new college and career opportunities from numerous organizations. They hope to connect the local ACV student community with nearby communities and organizations, in order to expand learning opportunities for students across the region.

Information from Dr. McDeavitt about the use of PCCD grant funds at A-C Valley.

To: Allegheny-Clarion Valley School District Staff and Community

From: Dr. David McDeavitt

Subject: Safety Grant Update

Date: March 15, 2023

The Pennsylvania Commission on Crime and Delinquency (PCCD) has funding for School Safety and Security Program to support School Mental Health & Safety and Security Grants for the 2022-2023 school year. School entities are eligible to apply for these funds to address mental health initiatives and physical security enhancements (Retrieved from https://www.pccd.pa.gov/schoolsafety/Pages/School-Safety-and-Security-Grants-Program.aspx).

A-CV applied and have been awarded $109,458 for both Mental Health and Physical/Safety & Security for a total of $218,916 for safety related upgrades. The application and grant was submitted in the fall of 2022, and our school district has recently been approved.

Below are a list of items that were approved in the grant:

Mental Health

A-CV will be using the mental health grant to provide additional Social Worker Supports for our students.  This grant is used to add additional days to the current social workers who has been in the district working with our students, and supporting our school counselors.  Additional information about social workers in Pennsylvania can be found at https://www.education.pa.gov/Educators/Certification/CertFAQs/Pages/SchoolSocialWorkerCertificationFAQ.aspx

We are also exploring other mental health supports for our students and are considering a collaborative approach with Glad Run to offer a License Therapist, IU6 License Professional Counselor, and/or School-Based Therapist for 2022-2023 and 2023-2024 school years. The grant will also be used to purchase additional reading material for the Elementary School Counselor’s office.

In addition, we are planning to add the Rhithm program for the 2023-2024 school year.  The Rhithm program is an online program that will be used by students to “check in” during homerooms. The “check in” will only take a few minutes and will provide our teachers and counsel’s with immediate and confidential feedback about student’s mental health needs. Rhithm promotes student well-being and provides learning lessons in a simple way, without interfering with our academic goals. Rhithm empowers counselors, social workers and leaders to increase their awareness, efficacy and efficiency through evidence-based decision-making (Retrieved from https://www.psba.org/rhithm/).

Physical Safety and Security

This grant will be used to renew our partnership with the Emlenton Borough and to contract with their Chief of Police, Mike Mills. Both the A-CV School Board and Emlenton Borough have approved this arrangement. Chief Mills will be on campus 10 hours per week, Chief Mills comes to us with years of police officer experience and will be used to offer additional safety supports and will help the school safety coordinator in updating safety procedures on campus, and off.  Chief Mills will be on campus during the day and also supervise various afterschool and evening activities.

The grant will also be used to purchase a new SUV for the school police officer to help monitor campus during the day and travel between the two schools. The school principals, counselors, and attendance officers will be able to use this vehicle for home visits, and for various professional development opportunities.

Finally, we are also upgrading our safety related communication systems. The district will be adding 8 horn speakers outside of the buildings for better communication for all outside activities; such as, physical education classes, playground, track and parking lots. 12 IP Color Visual Alerter’s will be added to areas such as the cafeteria/kitchen, auditorium, and other areas that have difficulties hearing an announcement. The paging systems, multimedia intercom, and bell scheduler will be replaced and upgraded, and 8 new emergency call buttons will be installed in the office areas.  In addition, we are planning to upgrade all of the classroom and office area phones through a three year agreement with KAPP.

If you have any questions about the safety rated upgrades listed above, please contact Dr. David McDeavitt @ 724-659-5820.

A back to school message from our Superintendent, Dr. David McDeavitt.

August 24, 2021

Good afternoon,

We are sending a “BIG” Welcome Back to School to all the A-CV students who are returning to campus tomorrow. The staff at the district are excited to have our students in face-to-face instruction for the start of this school year.  I want you to know that the school board, administration, teachers and all the support staff have diligently prepared our educational program to meet the needs of all our students.

We are planning to continue with our mitigation efforts to help keep students and staff safe. To help with this effort, I ask that you access our website at acvsd.org and review the Health and Safety Plan to ensure compliance. The health and safety plan covers 10 different mitigation strategies, but the one strategy that we need your help with is monitoring all COVID symptoms, and staying home when you are sick or had close contact with a COVID infected person.

As previously stated, wearing a mask while on campus will be optional for you and your family at this time, although we do encourage masking for those who have underlining medical conditions, people who are unvaccinated, and others who feel they need an extra layer of protection.

The one area where mask are mandated is on the bus and vans, according to The Centers for Disease Control and Prevention (CDC) has https://www.cdc.gov/quarantine/pdf/Mask-Order-CDC_GMTF_01-29-21-p.pdf to mitigate the risk of COVID-19 based on President Joseph R. Biden’s https://www.federalregister.gov/documents/2021/01/26/2021-01859/promoting-covid-19-safety-in-domestic-and-international-travel issued January 21, 2021. The Transportation Security Administration soon followed with a security directive implementing the CDC order (https://www.transit.dot.gov/TransitMaskUp).

We understand the past two years have been hectic and our teachers and staff want to help our students in any way possible.  To ensure this is taking place, I ask that all parents follow our chain of command.  If your child is experiencing difficulties or that you have a question, we ask that you contact their teacher first and then the principal afterward.  If your concerns have not been addressed after speaking with the teacher and principal, I ask that you contact me at the district office.

*In response to the COVID-19 Pandemic, USDA has issued nationwide waivers which effect School Nutrition Program operations in the 2021-2022 School Year. Our  district has submitted  an application and we are told that our students will receive free breakfast and lunches until our application has been approved.  We are told that we are eligible for free lunches and that our packet will be reviewed in October.

In closing, we ask that you continue to be patient with the district and how we work with and handle COVID cases along with the PA Department of Health.  We currently have one COVID case and over 10 people quarantined at this time.

Do you part to keep COVID out of the district and always - Dream Big, Work Hard, and Act Responsibly.

August School Board Workshop Agenda

Our August 2021 school board workshop agenda. The meeting will be livestreamed here at 6 p.m. Monday, August 9, 2021.
A-CV Return to School Message
System User
A back to school message from Superintendent, Dr. David McDeavitt

I am calling today to provide a few updated about the return to school on August 25, 2021. First, we are glad to report that our plan is to return to face-to-face learning. We have updated our health and safety plan, it is school board approved and sent to the Pennsylvania Department of Education. This plan is posted on the district’s website @acvsd.org, you will see that it is an easy to reference document that you can access and read at any time. I encourage you to go to the website and review the plan before the start of school.

As it stands right now, the two big changes are with masking and social distancing. Currently, the district is encouraging, but not mandating masking for all student and staff during the school day. Although, on the buses and vans, masks are required at all times. As for social distancing, all students will be separated to the best of our ability by at least 3 feet in the classroom, cafeteria, and hallways. Please remember that these requirements may change if there are additional COVID cases in our district and across the county.

Just like last year, if we have a COVID outbreak in the district, we will need to close and go to remote learning for short periods of time. In addition, I could also foresee the possibility of requiring masks if we have the COVID variant is adversely affecting our ability to be face-to-face. Serving as the pandemic coordinator, I am asking everyone to be flexible this year and to support the school district if we need to make changes to our plan and most importantly stay home when you are sick.

In addition, we will be providing a voluntary Pfizer COVID-19 vaccine clinic for anyone interested on August 19th from 2:00 PM until 6:00 PM. Anyone from the community over the age of 12 who would like to receive a vaccination is welcome. We are welcoming anyone from the community to visit us if still in need of being vaccinated. Please see the flyer on our website for more information, as well as a link to book an appointment, although not required.

Our clinic will be held the week before school starts and will be in the High School Gymnasium. If you plan to attend, please bring your ID and health insurance if applicable, but not required. Thank you all for doing your part to help fight this pandemic and we'll see you all in person soon! Go Falcons!

If you have questions or concerns, contact me in the office at 724-659-5820.
