ACV Releases Information About Students', Parents' Rights

In compliance with federal laws, state regulations, and local policies, the Allegheny-Clarion Valley School District has released the following information.

The School Board declares it to be policy that the District provide an equal opportunity for all students to achieve their maximum potential through the programs offered in the schools regardless of race, color, creed, religion, gender, sexual orientation, ancestry, national origin or handicap/disability. The District shall provide to all students, without discrimination, course offerings, counseling, assistance, employment, athletics, and extra-curricular activities.

The District strives to provide a safe, positive learning climate for students in the school. Therefore, it shall be the policy of the District to maintain an educational environment in which harassment, in any form, is not tolerated. The Board prohibits all forms of unlawful harassment of students by all district students and staff members, contracted individuals and vendors, and volunteers in the schools. The Board encourages students who have been harassed to report promptly such incidents to the designated employees. The Board directs that complaints of harassment shall be investigated promptly, and corrective action shall be taken when allegations are verified. Confidentiality of all parties shall be maintained, consistent with the District's legal and investigative obligations. No reprisals, nor retaliation, shall occur as a result of good faith charges of harrassment.

The student handbook and school calendar, distributed to each student and his/her parents/guardians, contain detailed non-discrimination and harassment information, including definitions, complaint procedures, discipline measures, and appeal procedures.

Regarding records, the parent/guardian or eligible student shall be permitted to inspect and review the educational record of the student within a reasonable period of time, but in no case more than 45 days after the request has been made. Requests should be directed to the building principal, who will arrange a meeting to be held at a mutually agreeable time. Copies of the records will be provided to the eligible students or parents/guardians upon request, at a fee not to exceed duplicating costs. At the request of the parent/guardian, a professional employee will be available to explain items in the record. The types and locations of records maintained by the school and the designated personnel responsible for records stored in the district's schools are obtainable by contacting the school authorities.

The District will provide to each protected handicapped student, without discrimination or cost to the studet or family, those related aids, services or accommodations which are needed to provide equal opportunity to participate in and obtain the benefits of the school program and extracurricular activities to the maximum extent appropriate to the student's abilities. In order to qualify as a protected handicapped student, the child must be of school age with a physical or mental disability that substantially limits or prohibits participation in or access to an aspect of the school program. These services and protections for "protected handicapped students" are distinct from those applicable to all eligible or exceptional students enrolled, or seeking enrollment, in special education programs.
