June 2009 Board Meeting Highlights

HIGHLIGHTS OF THE BOARD MEETING HELD , June 23, 2009

 

Contracted with the Law Firm of Andrews & Beard of Altoona , PA , specialists in school law as special legal counsel at $120 per hour for standard legal work and $150 per hour for special work for the 2009-10 school year.

 

Contracted with Scott W. Schreffler for the purpose of providing school solicitor services for the 2009-10 school year at a cost of $6,400 as a retainer, $80 per hour for attorney time exceeding 80 hours, $70 per hour for paralegal services and $50 per hour for office staff services.

 

Designated Farmer’s National Bank as the District’s primary depository, effective July 1, 2009, and continuing for a maximum of two school years.   The level of service provided by the primary depository is to be evaluated annually.   If the level of service within the two-year period is evaluated as unsatisfactory, the designation of the primary depository may be reconsidered by the Board at the conclusion of any school year.   At the end of the 2010-2011 school year, the Board will accept proposals for the position of primary depository.

 

Approved the following secondary depositories for the 2009-10 school year:

 

                        1.          PLGIT – Capital Reserve Account

                        2.          Farmers National Bank – Athletic Account

                        3.          Farmers National Bank – Activities Account

                        4.          Farmers National Bank – Cafeteria Account

                        5.          Farmers National Bank – Self-Funded Dental Account

                        6.          Farmers National Bank – Non-Interest Bearing Account

 

Amended the May 20, 2009 Minutes to reflect that the Certificates of Deposit entered into with Farmers National Bank were in the amount of $399,615,25 rather than $398,298.08, an increase of $1,317.17 do to accrued interest.

 

Approved, as presented, the 2009-10 fringe benefit costs.

 

Resolved to advertise for the position of   Senior High Yearbook Advisor.

 

Appointed Randy Lemmon as a volunteer Junior High Football Coach.

 

Accepted the resignation of Doug Knox as Athletic Trainer.

 

Approved the conference and field trip requests, as presented.

                       

Approved to purchase new textbooks for Spanish I, II, and III.

 

Approved the purchase the MacMillan Treasures Reading Program for K-6.

 

Approved the Music Events for the 2009-2010 school year as presented by Mr.

DiTullio.

 

Approved the request of the Class of 2010 to sell food items at Parker and Emlenton Community Days.

 

Approved the Music Boosters placement of a storage shed on school property.

 

Approved the request of the Music Boosters to use the concession stand during the Varsity Football Games for the 2009-10 school year.

 

Accepted the local auditors’ recommendation to transfer $1,776,884 to the District’s unreserved/designated fund balance account.

 

Approved the 2009-10 A-C Valley School budget in the amount of $ 12,287,647 . The local portion of revenue to support the proposed budget would result in the following tax levels in the four counties:        

 

                        Armstrong:       28.58 (+1.25 mills when compared to 2008-09)

                        Butler :             76.53 (+3.37 mills when compared to 2008-09)                    Clarion:            51.72 (+1.86 mills when compared to 2008-09)

                        Venango:          10.80 (+0.19 mills when compared to 2008-09)

                        5.00 per capita – Section 679

                        10.00 per capita – Act 511

                        1.00 percent Earned Income (shared with municipalities where applicable)

                        1.00 percent Real Estate Transfer Tax (shared with municipalities where applicable)

                        2.00 percent discount where applicable

                          10.00 percent penalty where applicable

 

Adopted the Homestead/Farmstead Tax Exclusion Resolution.

 

Approved to advertise for a school dentist for the 2009-10 school year.

 

Awarded the bid for insurance to John Mason – H. B. Beels & Son, Inc. in the amount of $59,464.00 for the 2009-10 school year.

 

Granted Brenda Brinker , Superintendent, authorization to award the bid for General Supplies for the elementary and high school to the lowest bidder on June 29, 2009 at Noon when the bids are opened .

 

Approved for the 2009-10 school year all federal programs and grants as part of the District budget.

 

Approved the contract with Mid-Atlantic Youth Services.

 

Approved to employ, effective upon receipt of all appropriate documentation,   Jacqui Shook a Study Hall Monitor at a salary of $7.15 per hour.

 

Accepted the resignation of William Steven Lentz, Assistant Baseball Coach.

 

Approved the request of Tina Adams, part-time custodian, to take June 17, 2009 off without pay.

 

Accepted the binding letter of retirement   submitted by Nancy Luellen, Elementary Art Teacher, to retire June 30, 2009 in accordance with the 2005-2009 A-C V Education Association Contract.   Mrs. Luellen has been employed as a teacher by A-C Valley for 21 years.

 

Granted authorization   for Brenda Brinker , Superintendent, to hire temporary tech help for

approximately 40 hours this summer at minimum wage.

 

Approved the revised Van Usage Guidelines.

 

Approved to advertise for the Elementary Art position.

 

Resolved to open and advertise for the Play Director’s position for the 09-10 school year.

 

Approved a five-year Act 93 Agreement for the Principals and Psychologist

 

Approved the Collective Bargaining Agreement with the A-C Valley Education Association.
